倫敦交通局22日宣布，已經(jīng)拒絕優(yōu)步申請更新經(jīng)營牌照的要求，表示優(yōu)步已經(jīng)“不適合”在倫敦繼續(xù)運(yùn)營。

Uber’s cars will not disappear immediately as its current license expires on September 30 and it plans to challenge the ruling by London’s transport authority in the courts immediately. The firm can continue to operate in the capital until it has exhausted the appeals process, which could take months.
優(yōu)步的網(wǎng)約車不會在9月30日營業(yè)執(zhí)照到期后立刻消失，該公司正打算立即對倫敦交通局的決定進(jìn)行上訴。走完所有上訴程序需要花上數(shù)月，在此之前優(yōu)步仍可在倫敦繼續(xù)運(yùn)營。

倫敦交通局對叫停優(yōu)步經(jīng)營牌照給出的解釋是，優(yōu)步在倫敦的一些運(yùn)營存在安全隱患，缺乏社會責(zé)任。例如沒有按規(guī)定提供司機(jī)的犯罪記錄、醫(yī)學(xué)健康證明等，一些優(yōu)步司機(jī)在約車軟件中使用“反釣魚”程序躲避交通部門的監(jiān)管。

The decision was backed by the British capital's black-cab drivers and Mayor of London, Sadiq Khan.
這一決定得到了倫敦黑色出租車司機(jī)和倫敦市長薩迪克·卡恩的支持。

Uber’s chief executive, Dara Khosrowshahi, wrote to staff on Friday confirming that the company would appeal against the ruling. He said he disagreed with the decision but it was based on past behavior.

Dozens of people have reported the dodgy dealings, with many taking to social media to recount the drug offers. One man took to social media just days ago, writing: "I've had Uber drivers offer me sex or/and drugs before".
很多人已經(jīng)舉報(bào)了這些狡猾的交易，不少人在社交網(wǎng)絡(luò)上描述了毒品交易的過程。一名男子數(shù)天前在社交網(wǎng)絡(luò)上寫道：“我曾遇到向我提供性服務(wù)、毒品的優(yōu)步司機(jī)”。

今年8月，倫敦大都市警察局主管出租車及約租車安全的高級警官尼爾·比爾蘭尼（Neil Billany）致信倫敦市交通局，對優(yōu)步?jīng)]有向警局上報(bào)嚴(yán)重犯罪行為而感到擔(dān)憂。他認(rèn)為優(yōu)步可能為保護(hù)公司聲譽(yù)，而對司機(jī)嚴(yán)重的犯罪行為知情不報(bào)。

In the letter, Billany detailed how Uber failed to report a sexual assault to the police in January this year. According to his account, Uber spoke with the driver, who denied the offence, then did "nothing more." Then the driver struck again four months later, assaulting a different female passenger. Three days later, Uber fired the driver and informed Transport for London, which in turn told the police.
比爾蘭尼在信中詳細(xì)描述了優(yōu)步在今年1月沒能向警方上報(bào)一起性侵事件的過程。據(jù)他稱，優(yōu)步和這名司機(jī)談過話，該司機(jī)不承認(rèn)犯罪，于是此事就“不了了之”。隨后，這位司機(jī)在四個月后再次作案，性侵了另外一名女性乘客。三天后，優(yōu)步辭退這名司機(jī)，且通知了倫敦交通局，警方這才得知消息。

He accused Uber of reporting "low-level" fraud, but of not reporting more serious episodes because they might damage the company's reputation.

He added that Uber didn't automatically report serious crimes in case it breached passenger rights.

More than 680,000 people have signed an online petition in a bid to keep Uber operating in London after its licence expires on September 30.
已經(jīng)有超過68萬人在請?jiān)妇W(wǎng)站上簽名，支持優(yōu)步在9月30日營業(yè)執(zhí)照到期后繼續(xù)在倫敦運(yùn)營。

不少支持者認(rèn)為，以優(yōu)步“不夠安全”為由禁止其在倫敦運(yùn)營是不成立的，因?yàn)闆]有了優(yōu)步更加不安全，他們給出了以下理由：

1. The app tracks your location and lets you share it with friends
優(yōu)步可以跟蹤你的定位，允許你將其分享給朋友。

2. You can wait somewhere safe until your Uber turns up, whereas a black cab involves waiting on the street
你可以在安全的地方等待你的優(yōu)步出現(xiàn)，而黑色出租車卻只能在街上等。

3. Uber serves the suburbs of London, where it's harder to find a black cab
優(yōu)步在倫敦郊區(qū)也可以用，而很難在那里找到黑色出租車。

這位網(wǎng)友就認(rèn)為，優(yōu)步的安全性在于你可以全程監(jiān)控自己預(yù)約的行程：“你可以為你的愛人預(yù)約一輛優(yōu)步，然后全程盯著它直到安全抵達(dá)。”

上文中提到的black cab，俗稱“黑出租”，就是在優(yōu)步進(jìn)入倫敦以前，英國人多年來一直乘坐的出租車。這種車通體黑色，內(nèi)部空間很大，司機(jī)專業(yè)，乘坐舒適，但缺陷是價(jià)格極貴。

黑出租之所以收費(fèi)高，是因?yàn)樗緳C(jī)經(jīng)過嚴(yán)格考核才能上崗，對倫敦街道的各種信息了如指掌，但他們所能提供的專業(yè)服務(wù)現(xiàn)在已經(jīng)可以被科技取代。

在倫敦，還有一種被稱為mini cab的出租車服務(wù)，這是一種約租車。

Mini cab is a car that is used as a taxi but that must be ordered in advance because it is not licensed to pick up passengers who hail it in the street.
約租車必須要提前預(yù)定，因?yàn)檫@種出租車沒有在街邊攬客的執(zhí)照。

約租車的費(fèi)用比黑出租要便宜，但由于需要事先預(yù)定，乘客往往要等待較長時(shí)間。

而相較前兩者，優(yōu)步為消費(fèi)者提供了一種更加廉價(jià)、方便的選擇，因此得到眾多消費(fèi)者青睞。在得知優(yōu)步將在倫敦被禁后，不少網(wǎng)友吐槽：

“太好了！所以托交通局鴻福，我現(xiàn)在要坐那些敲詐一樣的黑出租了?！?/font>

“太好了！我已經(jīng)迫不及待為乘坐黑出租行駛2英里而支付20英鎊啦，棒呆了?！?/font>

“當(dāng)然，一切都是為了安全，和工會的壓力、競爭、保護(hù)主義半毛錢關(guān)系都沒有?！?/font>

“優(yōu)步走了之后，想要在倫敦打車的我”

優(yōu)步自2012年6月開始在倫敦運(yùn)營以來，已經(jīng)在倫敦?fù)碛屑s350萬名乘客和超過4萬名優(yōu)步司機(jī)，倫敦目前是優(yōu)步在歐洲最大的市場。如果優(yōu)步真的無法在這里運(yùn)營，那對該公司將是一個沉重的打擊。在過去的三年里，已經(jīng)出現(xiàn)多個國家和地區(qū)先后禁止優(yōu)步在當(dāng)?shù)靥峁┓?wù)，或者優(yōu)步選擇退出這些市場的先例。
