 本文內(nèi)容如上圖所示:根據(jù)ICAO會議文件精神,發(fā)布snowtam changes,意思主要是2020年11月5日開始,全球(除美國外)將啟用新版雪情通告。內(nèi)容修訂 新版雪情通告內(nèi)容相比較于舊版有五大改變:
將舊版雪情通告整體分為飛機(jī)性能計算和情景意識部分,重點更加突出。 新版跑道狀態(tài)代碼引入跑道狀態(tài)評估矩陣,評估方法更加科學(xué)。 調(diào)整增加每1/3跑道污染物覆蓋比例,更加細(xì)致。
將跑道污染物狀態(tài)描述從以前的數(shù)字代碼改成標(biāo)準(zhǔn)明語,可讀性更強(qiáng)。 情景意識部分內(nèi)容比較詳實

使用說明 當(dāng)報告超過一條跑道時,重復(fù)B~H項(飛機(jī)性能計算部分) 雪情通告中的項(A~T)僅用作參考,不出現(xiàn)在正文中 雪情通告最長有效時間8小時,當(dāng)一條跑道狀況報告修訂時必須發(fā)布新雪情 In summary, the proposal was that the maximum validity of SNOWTAM would remain 24 hours until 5 November 2020,after which the maximum validity would be eight hours. A new SNOWTAM shall be issued whenever there is a significant change in conditions.
新雪情通告取消前雪情通告 每份雪情通告必須包括A、B、C、D、G(當(dāng)D報告為1~5時)項

2、Transition concept => At 00.00 UTC, 5 NOV 2020 - What happens to the validity of SNOWTAM messages issued on 4 NOV? - From 5 NOV – 8H (instead of 24H) - What shall be the Validity for SNOWTAM that are received in the OLD Format after 5th NOV 2020? 這個問題主要是2020.11.4號發(fā)布的雪情通告,它的有效期怎么算?
From 5 November 2020 at 0000 UTC, all SNOWTAMs will be valid for 8 hours. States should issue an old-format SNOWTAM at the end of 4.11.20 (2359 UTC) to cancel the old-format SNOWTAM and then issue a new SNOWTAM in the new format instead immediately after 0000 UTC This should be clarified by ICAO and be included in guidance material. 在2020.11.5世界時0000開始,所以雪情有效期是8小時,所有國家必須在11.4號晚上2359utc發(fā)布新的雪情通告代替舊的,也就是說跨越0000的無效。
