While the latter outlined the powers and responsibilities of the Federal Government, the Anti-Federalists were concerned over the rights of the people – which meant simultaneously the individual states and the individual citizens depending on the perspective of any given speaker. The Bill of Rights are the rights and powers of the people that are codified and recognized by the Federal government and that the government pledges to hold inviolate.The Bill of Rights were ultimately added to as more powers were identified as being either in the possession of the people but ultimately giving more powers to the Federal government, especially after the last of the Reconstructionist Amendments (the 15th). NJ being the first to ratify the Bill of Rights was a step by the various non-Federalists to prevent centralized power from usurping the individual customs of each state: a primary cause that compelled them to rebel against Britain in the first place.
