另外除了CPSC打擊平臺(tái)和平臺(tái)上的不合規(guī)賣家之外,CPSC今年升格為參與政府機(jī)構(gòu)(PGA,Participating Goverment Agency),參與海關(guān)的報(bào)關(guān)與清關(guān)。 美國(guó)海關(guān)出臺(tái)新規(guī),即部分產(chǎn)品即便已經(jīng)通過(guò)申報(bào),如果CPSC沒(méi)有放行就不能售賣,需要積壓在倉(cāng)庫(kù)里,凡是其管轄范圍內(nèi)的產(chǎn)品都會(huì)被標(biāo)記審查。根據(jù)新規(guī),超20個(gè)品類出口美國(guó)的查驗(yàn)率將飆升。 CPSC查驗(yàn)涉及的品類大致包括:兒童產(chǎn)品(相關(guān)玩具、衣物、裝飾、家具等),煙火,流體,預(yù)制墻,床墊,自行車頭盔,發(fā)動(dòng)機(jī),電池,吹風(fēng)機(jī),充電線,自行車,嬰兒車,節(jié)日燈,點(diǎn)火器,地毯,爐,圍巾領(lǐng)帶,其他潛在易燃成人衣物配件等。 通知顯示,通過(guò)航空、卡車或海洋運(yùn)輸?shù)倪M(jìn)入美國(guó)的貨物都將被標(biāo)記審查。 CPSC全稱為Consumer Product Safety Committee,是美國(guó)消費(fèi)品安全委員會(huì)的縮語(yǔ),其主要職責(zé)是對(duì)消費(fèi)產(chǎn)品使用的安全性制定標(biāo)準(zhǔn)和法規(guī)并監(jiān)督執(zhí)行?,F(xiàn)在CPSC升級(jí)為參與政府機(jī)構(gòu),具有將貨物扣留、退回或銷毀的權(quán)力。 從管轄范圍來(lái)看,CPSC對(duì)超過(guò)15000種消費(fèi)品進(jìn)行監(jiān)控,包括兒童產(chǎn)品、家用電器、其他用于家庭、學(xué)校、娛樂(lè)和學(xué)校的消費(fèi)品。其中最主要的是兒童用品,只要涉及到兒童使用的產(chǎn)品,不管是玩具、衣物或者日常用品都是嚴(yán)格監(jiān)管的,檢查的項(xiàng)目包括阻燃性、拆開(kāi)性,并對(duì)兒童現(xiàn)有或者潛在的危險(xiǎn)性進(jìn)行評(píng)定,以防止兒童受到傷害。 CPSC監(jiān)管前置,也就是說(shuō)在你上架平臺(tái)甚至進(jìn)倉(cāng)庫(kù)前就被海關(guān)給扣了。 美國(guó)消費(fèi)品安全委員會(huì)不是紙老虎。
